(With this, you can add extra things to a vehicle, to enhance it's functionality. The basic versions will be bare bones, but they may be changed, similar to Spirit Tracks or Phantom Hourglass. This may include weapons, possibly more cars for a train, enhanced capacity for storage. It varies based on the vehicle in question.)

(Note: About vehicles, certain professions are almost certainly going to require you to own a vehicle before you can advance to the highest level of skill in that profession.
For example, if you are a merchant, starting out you might carry your wares with a pack (like the Gorons did). However, odds are you'll have a carry limit on the number of items, to ensure things are fair. Thus to be a full merchant, you would need a vehicle in order to carry your wares about the land. A wagon and horse, or a train, or a ship/airship (Beedle).
