As important as the style, is the theme. By theme, I mean the flavor of the land. There are a number of options for this one.
Question #1: Which theme should we use?
Classic Zelda: Medieval setting, rulers are kings/queens, power is primarily generate through things such as wind, manpower, or horsepower. (Ocarina of Time, Majora's Mask)
Steampunk Zelda: A more evolved version of Classic Zelda, featuring things such as steam engines and slightly more advanced things. (Twilight Princess, Wind Waker, Phantom Hourglass, Spirit Tracks)
Western Zelda: A unique Zelda, in a somewhat frontier setting, coupled with elements of the Old West. Rulers may be known as governors, chiefs, or mayors. Power is generated through steam, horses, etc. Guns may be present. (There is no game to represent this, however if you want a feeling for it, think of the music in the Hidden Village, when Link first enters, and walks "into town". That is almost exactly how the western feel would be.)
(Note: Personally, I favor the third. It combines steam elements, and classic elements, but offers something much more original and unique.)
Question #2a: (Classic) What level of magic and technology should be employed?
High Magic/Low Tech: More magical stuff, such as potions and creatures. Less in the way of technology, robots, machines of any sort.
Mid Magic/No Tech: A medium amount of magic, but otherwise no tech stuff at all.
Balanced: A balanced theme of magic and technology.
Question #2b: (Steampunk) What level of magic and technology should be employed?
High Tech/Low Magic: More technology based stuff, such as better trains/ships. Less in the way of magic as a whole. (Less wizzrobe, more trains)
Mid Tech/No Magic: A middling amount of technology, but no magic whatsoever.
Balanced: Similar to (Classic) Balanced, however there is more technology present, to suit the Steampunk theme.
Question #2c: (Western) What level of magic and technology should be employed?
High Magic/Low Tech: More magical stuff, such as potions and creatures. Less in the way of technology, robots, machines of any sort.
High Tech/Low Magic: More technology based stuff, such as better trains/ships. Less in the way of magic as a whole. (Less wizzrobe, more trains)
Balanced: Lots of magic and technology both.
Question #3: (Western) Should guns be allowed as a ranged weapon, and if so, what type?
No: No guns period
Yes(Blackpowder): Yes, but guns should be blackpowder types (these are more in the early America frontier period, with reloading done after every shot is fired. Would be as slow as a crossbow.)
Yes(Rifles): Yes, but guns should be rifles (ie, you can put in premade bullets) (Note: With this type, it's almost certainly going to be rifles like those found in the 1800s of America, with a choice between lever action, pump action, or requiring the gun to be cocked before it can be fired.)
Think about your votes on this one, it's more important. Classic Zelda, if chosen, is likely to result in things such as sailboats, horses, and rafts. Steampunk will offer things such as steamboats, steam-based trains, and possibly things such as steam-based lifts and conveyors.
